The BSP partners with the City Commission and City Manager to build the City’s budget, guide long‑term strategy, and track results. We support effective project management by connect resources with community priorities and provide insights that help leaders make smart, informed decisions.

 

 

The annual operating budget and Capital Improvement Plan are the vehicles to provide services to the community. By directly connecting the Strategic Plan to our spending, this function ensures we stay focused, accountable, and financially strong.

 

This office will continue to advance the implementation of the Strategic Plan by facilitating organizational alignment, supporting the City Manager and Commission in making updates to the Strategic Plan, managing performance dashboards, and promoting cross-department collaboration.

 

Project Management Office

The City’s Project Management Office (PMO) helps departments deliver projects that make a real difference for our community. We work closely with teams across the City and collaborate with project management experts to bring clarity, consistency, and coordination to every project. Through shared tools, support, and hands‑on guidance, we help departments plan smarter, stay aligned, and complete projects efficiently.

Our PMO uses project management methods grounded in the international standards of the Project Management Institute, ensuring that projects are delivered with professionalism, transparency, and accountability.

By helping reducing duplication, improving coordination, and keeping projects aligned with the City’s strategic priorities, the PMO strengthens teamwork and helps departments focus on what matters most, getting great results for Lawrence residents.

Performance Improvement (PI)

The goal of PI is to streamline operations, reduce waste, and enhance overall performance. It follows a structured approach to making things work better in the organization, identifying areas where processes can be more effective or efficient, coming up with ways to make those improvements, and then implementing those changes to achieve better results.
