2026 Street Maintenance Program

The 2026 Street Maintenance Program is part of the City’s ongoing effort to preserve and improve Lawrence’s street network. Each year, our team evaluates pavement conditions and prioritizes maintenance activities—such as milling, patching, overlays, and curb repairs—to extend the life of our roads and enhance safety for all users. Investing in regular upkeep helps reduce long-term costs, improves driving conditions, and supports a stronger, more connected community. More information about this year’s Street Maintenance Program will be shared soon. Please check back for updates.

Street Maintenance Program Overview

Street Maintenance Program Overview

The City Commission adopted a budget of approximately $11,453,000 to be utilized for the 2026 Street Maintenance Program (MS6-M26000). Contracted milling, patching, micro surfacing (pavement surface seal), asphalt overlay, crack sealing, and concrete rehabilitation maintenance are planned for 2026 as reflected on the interactive program map. The Street Maintenance Program consults the Bikeways Map to determine if on-street bike facilities should be included with a project. The bike plan strives for a level of comfort of 3 or below, but there are times when the preferred bikeway separation is not feasible due to the scope of the maintenance project. The improvements proposed are based on the street width and funding constraints. Some streets in the plan include sharrows or have existing bike facilities that will be reestablished.

2026 - 2030 Five-Year Street Maintenance Program Plan

Staff has also completed a five year street maintenance plan including 2026 through 2030. The planned future street maintenance program is based on adopted 2026-2030 Capital Improvement Plan funding levels.

2026 = $11,453,000. 2027 = $13,125,000. 2028 = $11,918,000. 2029 = $14,213,000. 2030 = $14,230,000.

Pavement Condition Index and Street Maintenance Planning

Pavement Condition Index (PCI) and Street Maintenance Planning

The City of Lawrence uses pavement condition data to help make informed, cost-effective decisions about street maintenance. One key tool is the Pavement Condition Index, or PCI, which rates pavement condition on a scale of 1 to 100.

The City’s target PCI is 70, which represents streets in satisfactory condition or better. Maintaining streets before they fall below that level is important because preventative maintenance is the most cost-effective way to extend the life of pavement and reduce the need for more expensive reconstruction later.

The City maintains approximately 885 lane-miles of streets. In 2025, the overall PCI average for City streets was 62.3. PCI scores vary by street type:

  • Arterial streets: 74.0
  • Collector streets: 64.0
  • Local streets: 56.7

The City completed a citywide street condition data collection effort in 2023. Street condition data is collected on a three-year cycle and is used alongside ongoing maintenance records, new street assets, and pavement modeling tools to guide long-term planning.

To develop the five-year street maintenance plan, the City uses a pavement management model that includes several steps:

  • Update street assets, including new subdivisions and recent work history.
  • Apply pavement degradation rates to estimate how street conditions will change over time.
  • Review available treatment options and estimated costs.
  • Apply decision criteria to help identify the right maintenance treatment at the right time.
  • Run and verify the model before developing the five-year maintenance plan.

This approach helps the City prioritize limited funding, plan work more efficiently, and keep the overall cost of street ownership as low as possible.

Residents may notice many street maintenance projects happening during the same construction season. This is intentional. Many pavement treatments must be completed during warmer, drier weather, and completing work in coordinated phases helps the City make progress while conditions are right.

Crack Seal Program

Crack Seal Program

Our crack seal program facilitates preventative maintenance on streets that have been identified for crack sealing.

Crack sealing is a preservation treatment process in which hot sealant is applied to cracks in pavement to prevent water intrusion, thus extending the life of our roadways.

Typically during crack seal applications, crews will perform crack sealing work through the week, Monday through Saturday from 7 AM to 7 PM, to complete the list of identified streets. In each work location, various temporary lane closures will occur on the day of scheduled work to allow the mobile crack sealing work to be performed.

No Parking Signs:

  • Generally, within 24 to 72 hours of placement of the no parking signs, City contractors will complete crack seal work in the area and remove signs.
  • After the local work is completed, signs and restrictions will be removed.
  • Crack sealing is a short duration mobile operation.

Please be mindful of crews and reduce speed in areas where work is being performed.
